When creating a quiz from scratch for use in Brightspace, it is always recommended to first build the questions in the question library. This provides the flexibility to easily utilize the questions randomly in the quiz, in other quizzes, self-assessments, or surveys.

How to Randomize Quiz Questions
Question pools, formerly called Random sections, are helpful in distributing a unique set of questions to individual users. Creating a question pool occurs after the questions have been created in the question library, and can be considered as step 3 in a 4-part process.
